Richard Hagar, SRA, is an industry veteran with over 30 years of experience in real estate.  A successful real estate investor, agent, and appraiser, Richard is also a passionate educator who enjoys passing on his knowledge and helping others to succeed. He holds the SRA designation, awarded to only the top 2 percentile of all appraisers in North America.  He is a professor of real estate at Seattle College – North Campus, as well as at other private institutions, and has been instrumental in the creation of the State of Washington’s “Mortgage Brokers Practices Act” and licensing of AMCs.  Richard’s teaching method is loaded with real world examples.  For some, it can be an “eye-opening” event.  It’s fun, and fast paced.

  • The analysis created for Washington’s DOL describing some of the major issues that will impact lending in Washington.

Part 1 will explain:

  • the two new laws,
  • new housing definitions,
  • which cities must rezone,
  • how many ADUs can be built on a site, converting SFRs into triplexes,
  • which cities must allow a minimum of 5 units on former SFR sites,
  • the increased density requirements for cities of different sizes,
  • the impact on financing due to FNMA’s inability to purchase loans in these areas,
  • the major impact on land values,
  • the appraiser shortage, and
  • how appraisal fees will increase… significantly.

Part 2 will demonstrate:

  • how to deal with these new zoning laws,
  • the best comparables  brokers should use for their BPOs,
  • the change brokers should use when advertising to the new types of buyers,
  • how being within 1/4 mile of a bus stop impacts value,
  • the impact on “fixer-uppers”,
  • the increased complexity of determining a property’s highest and best use,
  • where to check for information to determine IF appraisers can appraise in certain areas,
  • which appraisal forms will be necessary for these properties,
  • appraisers and agents must know the limits of these zoned areas due to the impact on values.
  • where to locate maps that will help brokers and appraisers identify special areas
